You failed to mention that ovens and simmilar devices have a thermostat that turns the power consumption off whe the device reaches the desired temperature. Therefore, even if the oven is on for four hours it may only use power for a part of that time. Additionally the rating on a stove is the maximum load not the load of a single section (burner or element). This makes it difficult for the average person to determine operating cost.
