Attic Insulation

I am going to have a "blanket" of insulation put down on the floor of my attic. The installer is going to use the type that is foil on one side. I'm concerned with proper placement of the insulation as far as the foil placement direction. I say the foil side should be down--closest to the bedrooms. He says that the foil should be placed up--closest to the roof. Who is correct?
