can't drain commode bowl

Can't stop the ton of water influx from the city after flush attempts, in order to prevent an overflow flood coming from the bowl. Seems the system lost it's capacity to drain what it takes in, & there is no stoppping new water with out turning off the valve under the tank. Please advise. Thanks very much.
